Scottish Hauliers to be Subject to UK Road Levy?

A Government report has recently suggested that the UK road levy which is to be introduced in April 2014, may not be cost neutral for hauliers in an independent Scotland.
The report stated that it would be up to the Scottish government to reduce VED to compensate operators who regularly cross the border.
However, the Scottish Government said that because the levy was being introduced before devolution, it would have exactly the same powers as the UK government to offset costs for hauliers. The vote for devolution is set for 18 September 2014, shortly after the levy gets introduced.
