The Office of the Traffic Commissioner (OTC) is moving Transport Manager updates and licence applications to a fully digital system from 31 January 2025.
These changes are part of the OTC’s commitment to modernising its processes, increasing efficiency, and reducing reliance on paper submissions.
Key changes for transport managers
From 31 January 2025, all updates to Transport Managers on an operator’s licence must be submitted using the Vehicle Operator Licensing (VOL) system.
- The current TM1 form will no longer be accepted after this date.
- If you have a pending application for a new licence and need to change the nominated Transport Manager, you must contact the OTC directly via the VOL self-service messaging system.
These updates are designed to streamline the process and reduce errors associated with paper forms.
Additional updates to licence applications
Beyond Transport Manager changes, the OTC has confirmed that other applications related to operator licences will also move to a digital process:
- Changing licence type – Applications to alter the type of an operator’s licence (e.g., from standard to restricted) must now be submitted online.
- Surrendering a licence – Requests to surrender a licence must also be made digitally.
Exceptions
- Insolvency Practitioners will still receive paper forms if a company’s status changes.
- Operators who are unable to submit online requests due to specific circumstances can write directly to the OTC.
Preparing for the transition

Familiarise yourself with the VOL system
If you’re not already using the VOL platform, register for an account as soon as possible.
Spend time exploring its features and functionality to avoid any delays when the changes take effect.
Update your internal processes
Review and revise your procedures for managing Transport Manager updates and licence applications.
Ensure that your team is trained on the new digital requirements.
Secure your login credentials
Double-check that your VOL account details are accurate, up-to-date, and securely stored. This will help avoid any potential issues accessing the system.
