Imminent ban on Lorries in London?

The London Mayor, Boris Johnson, has just announced that he wishes to prevent lorries without cycle safety equipment from entering London.  This measure is part of the wider Safer Lorry Scheme.  It is expected that the ban will affect any vehicle over 3.5 tonnes entering the capital without sideguards and cycle friendly mirrors.
The new announcement is viewed by the Mayor as an escalation of an earlier initiative.  That initiative was originally designed so that operators, who didn’t conform, would receive a penalty fine.
