ECMT Permits going digital – What hauliers need to know

From 2026, the process for managing European Conference of Ministers of Transport (ECMT) permits will undergo a major transformation, moving from a paper-based system to a fully digital process.

Here’s what this change means for hauliers and how you can prepare.

What’s changing for ECMT permits?

The traditional paper permit and logbook system will be replaced by a digital process.

Hauliers will receive a QR code to use as their permit and will log all journey details online via a dedicated platform.

This modernisation aims to streamline operations and reduce the reliance on physical documentation.

Transition period – How to get ready

To ensure a smooth transition, the International Transport Forum (ITF) will open their online system later this year.

Hauliers will have the opportunity to familiarise themselves with the new platform before the full transition in 2026.

During this period, the process will work as follows:

  • You will still receive your paper permit and logbook, alongside unique login credentials (provided by the International Road Haulage Permit Office or IRHPO).
  • By logging into the ITF platform, you’ll be able to see which permits have been allocated to you and practise logging journeys digitally.

In 2026, the QR code will fully replace the paper permit, and the logbook will no longer be required.

All journeys will need to be logged via the ITF platform.

How to apply for an ECMT permit

The process for applying for ECMT permits will remain the same. Applications must be submitted by email to the IRHPO.

However, it’s important to note that most journeys will continue to be covered by the UK Licence for the Community or bilateral permits.

ECMT permits are only required for specific journeys, including:

  • A third cross-trade journey within the EU
  • A cross-trade journey from the EU to a non-EU country (provided the non-EU country is an ECMT member)
  • A cross-trade journey within the EU after an unladen trip from the UK
  • Journeys to Armenia

Training sessions available now

If you currently hold an ECMT permit or think you may need one in the future, it’s essential to familiarise yourself with the new system.

Training sessions provided by the ITF are available this month to help hauliers navigate the upcoming changes.

By logging journeys online, you can reduce the risk of losing physical documents and have instant access to your permit details from anywhere.
