DVSA to include images of dangerous defects at HGV and PSV annual tests

The DVSA is continuing its programme of digital improvements to HGV and PSV testing with the introduction of photographic evidence at annual tests.

From 9 April 2026, Vehicle Standards Assessors (VSAs) will begin capturing photographs of any dangerous defects identified during a vehicle’s annual test.

How it will work

VSAs will use the in‑app camera within the Vehicle Testing App (VTA) to photograph dangerous defects identified during the test.

The images will be attached to the vehicle’s test record on the DVSA’s internal Vehicle Testing Management (VTM) system.

Photographs will only be accessible to VSAs and only for the duration of the permitted retest period.

What this means for operators

The use of photographic evidence is intended to reduce response times for disputes and appeals, providing operators with a more transparent and efficient service.

The documenting of defects by camera is a helpful step forward and perhaps it is something that should be adopted for all roadside prohibitions.

Operators are advised to take photographs of all roadside prohibitions or instruct their drivers to do so.

This will ensure there is suitable evidence available if a prohibition needs to be challenged or mitigated against at a Public Inquiry.
