Exporters of packaging waste in the UK face a critical compliance deadline as new legislation takes effect on 1 October 2025.
Building on James Edes’ insights earlier this month, under the evolving framework of Extended Producer Responsibility (EPR), all entities involved in the recycling or export of UK-sourced packaging waste must be registered with their environmental regulator to legally operate from 1 January 2026 onward.
What has changed?
This mandatory registration applies to UK–based exporters of packaging waste as well as non–UK–based exporters who are the legal owners of UK-derived packaging waste.
While registration is mandatory, accreditation remains voluntary.
However, it is worth noting that accreditation is required to issue PERNs and Packaging Recycling Notes (PRNs).
The National Packaging Waste Database (NPWD) will no longer be used for 2026 registrations, so applications will need to be submitted via the new system.
Late registration may result in delays to accreditation and potential enforcement action, so it is best to do this as soon as possible so you do not miss the deadline.
There is a cost to register so be sure to factor that into your financial planning.
For first time registration, per material there is a charge of £2921
Following this, you will need an annual registration, which is payable annually by 30 September from 2026, that costs £1324.
What are the next steps for exporters?
You should prepare and submit your registration application by 1 October 2025.
When doing this, you should ensure all required documentation and fees are included.
If you are seeking accreditation, then it is best to submit both applications simultaneously to avoid delays.
Failure to register by the deadline will constitute an offence and may result in penalties or cancellation of registration.
Exporters are urged to act promptly to ensure uninterrupted operations in 2026.
